Social Accountability Monitoring (SAM) is a monitoring methodology developed at the Public Service Accountability Monitor in South Africa. It offers civic actors a rights-based and evidence-based framework for understanding how government service delivery processes work, as well as the skills and tools to engage with them effectively.

SAM Guide for Adolescents and Young People

SAfAIDS through the MobiSAfAIDS is fostering engagement between young people and sexual and reproductive service providers and policy makers to strengthen the quality, and responsiveness of service delivery. This will ultimately lead to realisation of SRHR amongst adolescents and young people.

Why SAM is important for Sexual Reproductive Health and Rights?

  • To Accelerate provision of youth-friendly SRH information and services (ESA review, 2016)
  • To Promote Involvement of Young People in SRHR Services Related Policies and Programme, especially vulnerable groups (ESA review, 2016)
  • State responsiveness to meeting SRHR needs of young people, reducing waste and inefficiencies.
  • Improved effectiveness of SRH services in the meeting the needs of young people.

Online Self-Study Course

Sometimes the most helpful way to learn something is to “learn by doing”. In order to support your practical understanding of how to apply the SAM monitoring methodology, an online course has been designed SAfAIDS in collaboration with Social Accountability Monitoring Experts in Southern Africa. The online course aims at equipping learners with necessary information and skills on how to generate, analyse and present advocacy evidence for progressive realisation of the rights of AYP. This course will be made available online for free in the future.
